In a circular on “public morality” sent to 175 chief public prosecutor’s offices across 81 provinces, the Ministry of Justice called for investigations into “activities encouraging children and young people toward genderlessness.”

As reports of arrests continue to emerge as part of the “My Family Is Safe” operation, a circular titled “Protection of the Family, Young People and Society from Content and Organizations Contrary to Public Morality and with Negative Effects” was sent, under the signature of Minister of Justice Akın Gürlek, to 175 chief public prosecutor’s offices attached to assize courts across 81 provinces.
The circular instructed prosecutors to promptly assess reports and complaints concerning activities described as “obscene” or criminal and allegedly targeting children and young people, to rapidly collect digital evidence, and, where deemed necessary, to take action to block access to online content.
The Ministry called for investigations within this scope to be conducted by prosecutors specializing in the relevant field, and for multiple prosecutors to be assigned to extensive and complex investigations. Prosecutors were instructed to act swiftly, particularly in identifying and preserving digital materials, in order to prevent the loss of evidence.
“Activities encouraging genderlessness” to be investigated
The circular also included the phrase “particularly activities encouraging children and young people toward genderlessness.” Claiming that such activities are carried out through various criminal offenses, the Ministry instructed prosecutors to investigate the purpose behind these activities and the methods used. Prosecutors were also instructed to take immediate action where there is suspicion of a crime.
The circular also called for the necessary steps to be taken to remove online publications and block access to content deemed to target families, children and young people, to be “contrary to public morality,” or to negatively affect the development of children and young people.
Financial investigations ordered for organized activities
According to the circular, methods used in organized crime investigations may be applied if activities under investigation are deemed to have been carried out within an organized structure. If there are findings indicating that income was generated from these activities, a financial investigation will be conducted simultaneously with the criminal investigation.
The Ministry also called for coordination between the Ministry of Family and Social Services, the Ministry of National Education, the Cybersecurity Directorate of the Presidency of the Republic of Türkiye, and law enforcement agencies.
Information concerning investigations of nationwide significance was also requested to be submitted to the Ministry of Justice. In cases where informing the public is deemed necessary, statements will be issued through press spokespersons and media communications units at chief public prosecutor’s offices.
Gürlek: “We will protect our family”
Minister of Justice Akın Gürlek also made a statement on his X account following the circular. “The best interests of our children are not open to debate for us,” Gürlek said, continuing:
“We will not tolerate any criminal organization targeting the institution of the family, the future of our young people, or public order. We will resolutely fulfill the requirements of the rule of law, both in digital spaces and in the physical world.”
Gürlek concluded his statement by saying: “We will protect our family. We will protect our children. We will protect our future!”
